Airtel Shifting and Disconnection Request

In 20/21 July 2011 i requested to shift my Airtel landline 0120-4163129 to new address on Airtel customer care through phone and customer care executive promised me to shift number within 22 days and in case number is not shifted in 22 days then Airtel will not charged anything as they are not providing any services. After 10-12 days I started follow up for number shifting through phone and they always promised to shift in 2-3 days and for over month (In august) I requested to disconnect my number if they can’t shift to new address and my number was disconnected. The funny thing is that I was not taking any Airtel service and Airtel was sending me the bills continuously for the period of shifting and august month. When i didn’t make any payment for my dues because i was not taking any services from Airtel and this is Airtel fault that Airtel was unable to shift my number. In November i received call from Airtel that you just pay 475 and we will close this account and this is final settlement and I paid that amount in around 16/17 November to close this Airtel number.

Now, the most important part of this story; I received call in December from Airtel that you bill is due and please pay bill to get the uninterrupted service. I asked what services and he told me that your service has been activated and phone is working and then i asked is phone shifted to new address??? And he was speechless and then told me the whole story (as above) and i clearly said I will not pay any Rupee to Airtel as I am not getting any kind of services from Airtel. I think this very practical that nobody pay any single rupee to any company or shopkeeper if he hasn’t purchased any goods from shop or he is not taking any service.
I couldn’t understand that Why is Airtel sending me Bill even though I am not taking any Airtel’s service and I never asked Airtel to activate my Number since I requested to disconnect it. If Airtel is doing it own and own then I am not responsible for it and I will not pay anything for any service and Only Airtel is liable for it if he has activated his services.
