Ebay Seller Received Returned Blackberry Handset, but not refunding

I have purchased a Blackberry Handset from Ebay and the details are My paisa pay ID is-28416629397  (EBay ID- luna_lila) , I have received the item on 1st of Feb but after 12 days the handset (Blackberry Storm) gone faulty ( The handset is on one year warranty) . Then I contacted the seller, he told me to courier the handset to his address and he will replace the same within two days after receipt and also pay my courier charges. The seller had received the handset on 16th Feb ( By Blue dart Courier, Docket-58128500850) , till date he did not confirmed me about the replacement and from last 15 days he is saying he had dispatched the Handset but not providing me the courier details, whenever I contacting the seller, after knowing me he is disconnecting my phone, Now he is saying, if I call him again and again, he will send my hanset . Pls help me on this matter, as I am now harassed by the seller. I think I have done a mistake by purchasing goods from EBay’s seller.

If I am contacting Ebay, now they are saying they are providing only one month guarantee, after that it is the relation between Buyer and seller.

How can I resolve the issue, As I am staying at Bhubaneswar and the seller is at Delhi.
